This is a Japanese symbol, which is interpreted as "I see nothing, hear nothing, tell nothing to anyone". The three monkeys are believed to symbolize the idea of doing no evil and detachment from unrighteousness. "If I see no evil, hear no evil, and speak no evil, then I am protected from it."
