The scene contains two objects: pouf and splines (hair_spline). If the hair does not scale, then in the hair and fur settings you need to open the scroll tools and activate the inscription "Recomb From Splines" and specify spline_hair, and the wool will take the desired size. Before rendering, go to the Rendering - Effects tab, click on Hair and Fur and select the mr prim mode below. If you have any problems with drawing fur, write to me. I will try to help you.
