The scene contains two objects: a stool and splines (hair_spline).
If the hair is not scalable, then in the settings for hair and fur, you need to open the scrolling tools and activate the inscription "Recomb From Splines" and specify spline_hair, and the wool will take the desired size.
Before rendering, go to the Rendering Effects tab, click Hair and Fur and select the mr prim mode below.
